Second, horses can run fast enough that it's possible to race, explore, or joust on them without needing to worry about attack. Trying to attack a running horse is like chasing after an ice-cream truck.
Look at it this way: you have a mounted PVPer camping the Nether. The speed of the horse gives him an enormous advantage, but he eventually ends up dying. Then he comes back, remounts his invincible horse, and starts attacking again. Does that sound legit to you?

Voted no, as it makes no sense to protect a single type of animal over any other.

That prevents a lot of fun activities from being done, like racing, exploring, or jousting. If the server isn't going to be fun, why are we even here? +1 for some kind of horse protection.

As for the second part, it's rather complicated, but it boils down to the legitimacy of the server. There is no legitimate way to protect saddled horses or pigs in vanilla, and going into someone's pen to kill their mobs is against the rules, so you only need to worry about it when running around with your horse or pig.

As for the donkeys, if the looting rule applies to them, you can simply contact staff to have the looting player banned, and have it rolled back. If, on the other hand, it is not considered looting, then taking your items on a donkey would simply be a risk that you can decide to take.
