The Council of Dis - Elections and such

So while we wait on the pending decision of the Protection thread for Dis, let's get underway with the political mumbo-jumbo regarding the "leaders" of the city.
We'll have 12 realms.
So that means 12 different factions.
Which means 12 "leaders" to make up the council.
So feel free to make nominations for factions and the leaders of said factions. This may or may not get messy :?

Kress and Cog will, of course, need to be represented here. Considering that they're the greatest mass murderers in the nether.

Yes, but what factions will they represent?
Cog is obviously with Ceteri, but what of Kress?

If you are only pulling one seat per faction you won't be able to fill it. Also, why 12? Why not an odd number so that votes can't tie?
It seems to me that you should be filling the council with people in such a way that you gain support for the city among the admins. If the head of a realm happens to make it on, it just shows that the realm has enough economic/military/political power to make it on to the council. Assuming the council is something worth being on.
To put it bluntly, "That would look very good on your CV: not so much on mine" -Dawkins
I am only seeing support for this idea from the usual peanut gallery that seems to support everything.

The number 12 is due to the number of sub-realms surrounding Dis (Dis will be 100x100 with 12 50x50 realms surrounding it). I suppose I could switch it and either take away a realm or add one to the main city....
As for the members, I'm trying to make the city player run, not fill it with who would be most politically advantageous for myself. The idea behind the council is to allow the factions that will, inevitably, be PvPing against each other, to come up with some sort of rules or guidelines for the inter-city PvP for them all to agree on and follow.
Most of the people that are in the Staff's good graces are members of factions/major cities that are eligible for the realms around Dis. I outright refuse to appoint the council members myself. I want the people to vote them in so if something goes wrong, not only am I not to blame, but the people will be held accountable for their decision.
Edit: Unless you have a better idea to give all the factions a slice of the pie (which they'll want, no doubt), then I'm gonna stick with this plan.

That just gave me an idea. What if instead of "giving" anyone a slice of the pie, we simply make it possible for anyone to
take some (or all) of it. Maybe do away with elections, and the city is controlled by whichever players or factions are strong enough to control some or all of the city at any given time. A dictatorship rather than a republic :twisted:
