Now, I've no way to enforce this on my own, but here's a few guidelines that I feel should be in place during the war.

Combatant/non-combatant policies
-Players with no armor or weapons are to be considered "non-combatants" and should not be attacked.

-Should someone deemed a "non-combatant" attack a "combatant", then s/he will be deemed as "hostile" and may be attacked. The same applies in the case of arming themselves.

-The plaza area in front of the Spawn portal is a "safe" zone. It is generally expected that should you be in that area that you, and everyone else is deemed a "non-combatant", regardless of arms or armor.

-Should someone turn hostile and attack people in the "safe" zone, attempt to lead them out to the non-safe zones (the roads). If you are unable to do this, then defend yourself to the best of your abilities.

What qualifies as weapons:
-Swords (all kinds)
-Bows
Situational weapons:
-These may be used as weapons. Keep an eye on people with them in hand.
-Tools of all kind
-Buckets of Lava
Non-Weapons:
-Blocks
-Food
-Torches
-Nothing

Policies regarding builders and buildings:
-When building, the builders are deemed as "non-combative". In addition, for the builders, everyone else is considered a "non-combative". In other words, the builders should not attack people, and people should not attack the builders. This should help with the upkeep of the roads and their expansion.

-Griefing is, as per the server rules, a bannable offense. This includes structures (shops, waystations, ect.. Ruins are exempt as far as I am aware) and the roads.

-Structures with signs on them (directional signs, ones of ownership, or ones regarding "rules") are to be protected.

Conflict: "The nether is not fun anymore because Ceteri and NTC are at peace, and the fighting is farce when only fighting griefers and loners who pose a threat." This is the best part. With all this spare time not worrying about fighting an opposing faction, we can organize a legit arena where we will hold "Fun Wars." One party can supply wooden or stone swords, all for free. I myself am willing to supply materials for building it, and for the fights themselves.

In this scenario, if there is a 3v3 war in the Arena, and one side loses, they get there items back and everyone is still happy. Just good old competitive pvping. Their could be 1v1, 2v2, 3v3, and more all at no cost for anyone except myself.

I am willing to supply this for such a great cause. It would put an end to the portal camping, the arguing, and in the long run everyone would have a better time on the server. As it is, we enjoy the risk of entering the nether. Well, that same risk is available directly outside of the roads. This way, transportation could be safe (ensured by both parties), and there would only be fair gameplay. No disconnect fighting, and no complaining. Everyone is happy.

NTC is okay with this, we just need Ceteri's approval. If the Dragoons would like any modification to the grounds of what will go down, I am more then happy to meet at an agreement. I just want everyone to be happy.

When an admin does (and should) make these rules official, I will jump for joy. The nether is a place for hunters and barbarians, and people should be allowed to do these following things in peace: mine glowstone (when the wipe comes), explore, build (though nether building is not really ideal), or travel quicky.

-If you get screens of a pvp'er attacking a non-hostile, should they be warned and then banned? Because this is a good set of rules to be enforced.

But getting a stash of glowstone is one of the most compelling reasons to fight in the nether.

These are only guidelines for the Nether Wars. None of this is official or ever meant to be. I for one will be hunting down glowstone miners after the wipe as if they were as rare as glowstone currently is.
