Actually.... It is possible to have negative credits.

Ages ago during the x-ray purge, people got fined 100RC per diamond they found, some people got fined over 100k throwing them into the negative credits for a long time...

Indeed... I've been perusing the old ban threads, and just recently worked my way through that section. It was rediculous. There were fines for upwards of 120k, effectively burying people who were still allowed to come back.
