It's all about different levels with different amounts of xp, and chance of getting 1 / 2 / 3 enchants on a thing.

E.G. Diamond tool, Lvl 10=
1 Enchant = 82.50%
2 Enchants = 17.16%
3 Enchants = 0.34%

Other levels with other chances:
Lvl 15 = 77.50% / 20.44% / 2.06%
Lvl 20 = 72.50% / 23.57% / 3.93%
Lvl 25 = 67.50% / 26.98% / 5.52%
Lvl 30 = 62.50% / 30.18% / 7.32%
Lvl 40 = 52.50% / 35.84% / 11.66%
Lvl 50 = 42.50% / 40.49% / 17.01%
