Lately we've been having with a problem with both, luring people into the nether, and building small bases right outside the spawn portal. Luring is bannable. If you're unclear about what that is, well for example it would include someone saying "Come to the Nether free diamonds!" and then a cluster of people pile through the portals, with people on the other side, simply just waiting to kill anyone who comes through. If you want to give out diamonds, do so at spawn or trade.

Secondly we are now enforcing a 15 block radius around all spawn portals. Within this 15 block radius you may not build. This includes portals close to Roanoke, Abyssus, and Spawn City.

If people actually believed the diamonds in the nether bit, they deserve to be killed IMO.

But I agree with the 15 block radius, no-building rule.

So after this 15 block rule, we may build, and not get in trouble from mods/admins?

You might get sliced for walking through a portal, but at least you have a chance, instead of just falling straight down a hole into lava right outside the portal. Makes sense.

It does, but if someone did this, they would realize that they wouldn't get any items.
