So today I was in a public realm. I found a large hole dug about halfway to bedrock. I wanted to go down and see what there was to see. So I tried placing water in order to ride it down. But when I tried to place the water, it told me that the realm was private. I checked the realm's stats, and it said it was public, it had no owner, no MOTD, or a name.

Can someone please explain this situation to me?

ive been having the same problem. appearently you can only pick up water in your own realm. when i tried that it worked but when i tried placing it in my realm it just disapeared. i have no idea whats wrong with it

Currently you cannot place or pick up water or lava in public realms.
