Someone has come into my area and taken all obsidan, gold ingots, iron ingots and diamonds out of a chest. Is there any way of determining who did it and how I can get my items back?

Moderators and admins can check who recently accessed chests.
Contact anyone with the tag [Staff] while on the server for them to perform the quick check.

Is this chest-checking ability new? I recall both a mod and an admin on two different occasions saying they could not check chest access.

It's new. Mods (or at least Intelli and S2), can check them.

Yes they can check.
However once the offending person is banned your stolen things are still gone with no way to get them back.
I lost 74 diamonds, 6 stacks of obsidian, 23 glowstone dust, 5 stacks of iron ingots, 40 gold ingots and a partridge in a pear tree.
Perhaps they could code in locks on doors and/or chests that require a pin to open.
I suggest that the staff create a rule to the effect that if you steal from someone your realm(s) are forfeited to the person you stole from, then you are banned.

I think ideas of this sort have been proposed and shot down before. The realm system already gives players an opportunity to protect their belongings, and any further protections are typically considered to be "too chocolately" (i.e. too different from the unmodified "vanilla" version of minecraft).

This idea, however, sounds awesome. I hope to see something like it implemented. If there is some forfeiture of property--whether that be realms, credits, or items--there would be a serious consequence to rulebreaking even if a troublemaker is later unbanned.

Would be interesting, but what if they stole from multiple people? It would quickly turn into a nightmare of who gets what.

Well in that case the help bot would sell all property in question and and divvy up the profits among those stolen from. That help bot is one helpful guy 8-)
