Whats wrong with the roads?
Nothing however the speed of getting from place to place much much faster. This would allow easier access to more auto shops and all spawn realms.
How can we improve the roads at spawn?
Ice makes the player travel much fast than regular blocks. The way to add ice to the a block is by using half slabs. Putting ice under half slabs has the same effect. Using beacons with speed II will help the most. Every hundred blocks there should be a speed II beacon, bloecause a beacons radius is 50 blocks. This means every road should have about 5 beacons on it. This will greatly increase travel time at spawn, and maby even spawn realm prices will go up. This is just a idea. This is not required, but would greatly benefit all spawn realm users!

Not realms farther out in the 300s-500s. Those realms would be much easier to get to. Right now realms in the 400s-500s are not much to buy

Just no. Let me list a few reasons.

^This already causes problems for staff in the nether.

How could it be guaranteed that those beacons will stay in those spots 100% of the time. Spawn realms change owners and those beacons can be moved at any time.
I just saw way too many things wrong with this and had to say something. Nothing personal.
Edit: Also having beacons around spawn is also a bad idea as it prevents players from using /trade

I read this as "I'm lazy, so lets force people to buy beacons and have ugly walk ways to benefit me. Pls."

The walk ways would look the same... Even with ice it would only be under half slabs. Most people that have spawn realms have beacons. It was also a idea, Im not forcing people to do this
