Will there be any way to get Nether Quartz because they would have to reset the Nether or we would have to find new chunks that haven't been loaded yet (or is there a limit on how big the nether could be)?

Two words: Nether wilderness.

Two words: Nether wilderness.
Only problem: much if not all of the "nether wilderness" already exists, despite being inaccessible.

Consider:
The wilderness (overworld) is 1000 blocks deep (i.e. max. of 1000 blocks from main map).
Space is compressed by a factor of 8 in the nether.
Therefore, the nether wilderness area will be 125 blocks deep.
The maximum render distance, according to the wiki, is 256 blocks.

I think that area would be wiped and extended.

The nether wilderness has several problems that might come up, but luckily, I have some suggestions as to stop them. There has to be something to stop everyone from flooding in there at once. Obviously, it cant be like the overworld wilderness, where you cant bring items in, due to the lack of resources in the nether, so i was thinking that there could be a limit of 4 item slots that could be brought in (excluding armor). There will most likely be rioting, so if it is possible, there should only be a certain amount of players allowed at one time in the nether wilderness, and to stop them from hogging all the riches, a time limit should be implemented. As this would cause problems with logging out, you should not be allowed to log out in the nether wilderness, and if you do, when you log back in, you will be kicked out, back to the borders. I suggest that if there are a certain amount of players in the nether at once, pvp be disabled, as it would cause the loss of much valuable items. As another rule, i think that all types of chests be disabled. Once all the valuable resources are depleted, these rules can be taken away, and the nether wilderness just attached to the normal nether, without portals being allowed, or just removed completely. I understand that these might have some problems, such as coding difficulty, so if there is anything you want to change, feel free to say.

Hopefully it won't be entirelly harvested like glowstone was -_- I been to the nether at least once after previous resets, and not a single glowstone block did I see or find.

Honestly, I think a complete wipe of the nether would be nice simply due to how small it is. You can run from end to end in around 5-10 minutes. Then again, I'm always for a fresh start :)

Wiping will do next to nothing. The Glowstone and Nether Quartz would be gone within seconds. It happened last time.

And I'm also not willing to construct the Nether Roads again. Not immediately anyway.
