The rules regarding alternate Minecraft accounts with reference to MineRealm are very clear: if one gets banned, they all do. I noticed that the rules regarding alternate accounts on the forum are very equivocal. I am just bringing this up now, since I found a thread (disclosed for the moment, although it is active and somewhat recent), where most replies were 'liked' by about 6-8 different accounts. What is concerning is that these accounts had no posts and no known verified IGN. It seems that the purpose of such were just to make certain posts look better than they actually were.

So my question is: what are the rules regarding alternate forum accounts?

Generally, the unofficial policy has been to allow alts that aren't causing trouble; the typical uses are either for something silly, like the pony alts, or to say something that the user apparently wouldn't/couldn't say themselves. I can't even think of the last time I saw what would be considered blatant and egregious sockpuppetry. I have seen the thread in question, though, and I checked into the accounts in question. All of the likers have the same IP, though it's not shared with any accounts besides the 0 post unverified likers, so there's not much way to say for certain who it is. As things stand, however, it's pretty obviously a disingenuous attempt to inflate the thread....but the likes, as with ze goggles....do nothing. It's far more damaging and condemning for the thread to keep the false likes, and have everybody see it as a sockpuppeted thing it is, since we're a small enough community that those names will raise a red flag with pretty much everybody on the forums.

Side note: I keep meaning to get around to drafting up some official forum rules, since there really is a void there.

That's not to say I can't think of OBVIOUS sockpuppets. Having an anagram of 'alt' for your name is basically stating as much, and saying that you're simply not going to tell people who you are.
