Although, as of 1.8, they do not work as well as they used to. I think enemy mobs only spawn when a chunk is loaded. Passive mob grinders do not work because (as far as I've heard) passive mobs only spawn in chunk generation. Passive mob FARMS in which you're breeding animals with wheat, WILL WORK however.
