Constant use of other languages within chat

It seems to be a running occurrence that users choose to chat in a language other than english.
Myself and other users have had to, on many occasions, remind players to keep the chat within the english language, these have seemed unsuccessful due to the sheer lack of respect given by said players. I have with me 4 screenshots with examples of users doing this.
Please take note that the user "Rawrman94", featured in the screenshots, were merely speaking in their language in order to inform them of their wrong doing.
The users partaking in the offence during this occasion were:

It may bother some people, but using other languages is really a pretty minor offense. There are much worse things happening in chat all the time.

This is merely based off the experiences today, this is a reoccurring problem and needs to be addressed properly.

It's against the server rules, hence it's an offence.

As Susan has said, it's against the rules. It doesn't look great to new guys if they join the server and it's filled with a language they can't understand at all. The majority of the server online at any one time speaks primarily English - Obviously they can't understand a different language so it's technically just spam.

I'd just like to note that 2 of the players stated in the first post have been banned for x-ray hacking roughly 20 minutes between each other, so I have expectations that the remaining user will be banned for the same reason.

This disappoints me. We are just going to banz0r everyone who doesn't primarily speak English? Pitiful. They were obviously communicating to each other, not just spamming. Average intelligent person: "I can just type /chat, or, wait, is this crazy!? IGNORE IT! :0" Why not just ban all non-white and all non-Americans while we're at it. "The majority of the player base is primarily Caucasian and of American descent, so ban the unclean ones!" Yeah, methinks no. End of story.

I'd like to start by asking why you would post the part I made bold. This is hardly the situation.
This ban request is valid, and does not require angry ranting about the rules. This is an english speaking server, and people logging in and seeing langauges that aren't english might put them off the server. If you have a problem with the server set up, perhaps you should PM staff about it, instead of sparking angry flame wars in the forums.

People speaking other languages are generally speaking to each other or a specific group and should therefor be using /g or /msg in the first place rather than filling the general chat. It's not so much about disliking other languages, more about reducing spam.
