Unfortunately you cant place water in the neither. The purpose of the water (unless I'm mistaken) is to prevent the surrounding blocks from blowing up with the tnt. You could make one as a 'one time use' I guess. Also, unless you were in a gigantic cavern, most of the arrows would end up embedded in the walls. I just like that it reminds me of this:

Another cool thing: Arrows break minecarts.

So if you build a minecart on a detector rail, you can make a switch that turns off (or on if you use an inverter) when you shoot the minecart.

Very fun to make TNT bombs that you can detonate from 50 blocks away with no redstone.
