Help with cords and /tp

Ok, I'm an idiot. What's going wrong? I'm testing various stuff in single player, command blocks, NBT tags, anything really, and I tp to 0 5 0 and notice that my Z and X cords end with .50000000
Why is this? It's not just that every block I go on, weather I'm centered or not is like this. I've tried the gamepedia, I've looked at wikis, message boards, and google search results, and have no luck. Can someone explain this for me, please?

Unless you specify your own decimals it will always add .5 to your x and z. Why? Simply because it centres you on a block. Otherwise it would place you on the intersection of four blocks. The game tries to place you in the middle of the block for your convenience. Try inputting 0.0, 3, 0.0. That at least used to work.
