They are part of the new 1.6 update. Before they were just part of a plugin, but now they are part of the game i believe. You can find baby skeletons, pigman, and zombies now.

Do they cause more damage on vanilla? I've played maps that those little guys deal about 6 hearts.

However, baby mobs like those zombies can do a slight more amount of damage than the regular ones i believe.
