Does anyone know how you can create a banner and then make it your signature?

Most people use fancy programs to make the banner, but you could use something as simple as Microsoft Paint, then upload it to the Internet to get a URL so you can place it in the signature. Other people all use something (I forget what it is) but personally I use Google Docs...
Then you go to the "Edit Signature" and then put the image URL: [img]URL[/img]
