Not really. Being tired corresponds to a lack of energy, whereas being sleepy is more of a mood. It's possible to be tired, but not sleepy enough to rest, or to not be tired at all, but just be in a sleepy mood and lie on the couch cuddling with a cat while watching Doctor Who.

True, but both relate to the need to rest. Tired is defined as "in need of sleep or rest", and sleepy as "needing or ready for sleep". In this particular context, I inferred them as synonyms.
