I see that it says "All times are UTC - 5 hours" at the bottom right corner, but I have no clue if that just shows that general viewers time zone or if it is actually the forum time.

08, all times on the forums display in the time zone you selected when you made your forum account.
(This is why specifying a time zone is important in auctions).
