I live right next to that realm. Only one dude has permissions, and that's the owner. I'll go there in a while, and say who it is.

Same happened to the north line...eh I just removed the blocks lol. Chances are the person who placed them has been banned already, and it's very unlikely a mod would roll back something so small. When you ride the subway and can afford it, keep some rails, powered rails, RS torches and regular torches with you. Just fix the minor stuff yourself. That goes for everyone. Kingspartacus does most of the upkeep on the rails without anyone really even knowing. When he calls for a mod half the time nothing is rolled back.

TL;DR: Fix it yourself. As long as what you do to the subway is non-destructive, you wont get banned. Chances are the person who placed them has already been banned.
