Liquid block monitoring...?

During a case of repeated nether portal lava griefing incidents, I heard from a staff member that there is no monitoring on liquid blocks...?
If this is the case, I highly suggest adding monitoring to liquids, or at least lava. However, I'm not sure how the monitoring system is implemented, so I don't know if there would be a big issue trying to add this feature to the existing system or not.
Edit: S2 mentioned that he can "sort of" monitor liquids...I'm assuming this means only the source blocks can be monitored? If this is the case, a function could be added to the source and flowing blocks which, when a new flowing block is created, transfers the player's name to it. As usual, I don't know how difficult this would be to add to the existing system, as I don't have access to it.
