[Suggestion] Redstone torch burnout destroys torch.

Anyone who's played on the server knows that too much redstone activity is a major source of server-lag. Griefers occassionally exploit this weakness by making various forms of rapid pulser (
http://www.minecraftwiki.net/wiki/Redstone_Circuits). Barring a lucky rollback or chance discovery, these lag-machines can remain hidden on the server indefinitely. If hidden near a spawn area they can remain active 24/7, hurting server performance constantly and long after the griefer is gone.
I propose making any burnt-out redstone torch destroy itself. In effect, this will cause any rapid pulser or other discourteous restone machine to automatically disable itself, thereby improving server performance and preventing grief.

This is a rapid pulse circuit, it generates extremely fast random output.

Well, if you really needed some kind of rapid pulsing device, these work quite well, but most redstone circuits don't cycle that fast, so they seem to be more of something to build either to lag the server, or for fun.
As a note, the rapid pulse circuit acts as a 1-clock, whereas most redstone circuits use 5-clocks.

Dispencers, Arrows, Lava, Rapid pulser = Fun.

The clock runs much too fast for a dispenser.
Dispensers have a capped rate at which they can fire, and a 3-clock will max this out.

I know of no legitimate uses for a rapid pulser on an SMP server. In general, all but but the smallest servers are unable to make use of a rapid pulser do to either latency or server load.
On single player maps, large computation engines and block transit networks sometimes use rapid pulsers. However, a rapid pulser is still limitted by its inablilty to interface with a repeater (the repeater never loses power).

It used to be the case that if a dispenser had a second constant on input it could fire as fast as a rapid pulsar could signal it and completely ignore the cap. Has that changed?

Just tested cerevox's 2-input/overclocked dispenser. It shouldn't work, but it does. So that makes one specialized use X(
