add toggle for TNT.
this is how it could work so everyones happy.
- Public land its always OFF
- Private land is off by default
- Add /plot tnt to turn on for private plots
- Only TNT lit by members of the plot will do damage
to get around the griefing problem of someone possibly buying land, blowing it up and selling back to the server maybe make it so the server will pay 0 credits back after the plot has been toggled.
