My suggestion is very simple. With the new Realm Purchasing Rule this suggestion will make it both easier for the user and the staff themselves.

1. when you type in /realm purchase and then you typed in /yes a message will pop up saying that you have to fill in a form (which will appear) then the player fills in the form in-game then after they are done the realm will be reserved which means that no one (including the player) cant dig or build anything on this realm until Staff has approved the form and when a realm is reserved other players cant reserve the realm.(basically the realm is private but you cant do anything on it until staff has approved you form)

to me this seems like a good idea both for the players and the staff

That's both inconvenient and impossible.

The application form is only for when there are no staff online.

So what's wrong with the current system? Not only does this cause problems if you're trying to buy your own land after days of work, but it also greatly increases the workload of staff. They have enough to do already, and that does not include checking out every single realm someone has attempted to buy. And BECAUSE they would have such an increased workload, they might never get to YOUR realms, because quite a few can be bought in one day.
