[REJECTED] Idea: Change the default passive mob cap

Intelli already makes changes to how mobs spawn and despawn to deal with lag as needed.
I propose that a per realm mob limit is reinstated, but at the same time the passive mob cap be raised enough to allow for at least the possibility of animals spawning in previously generated chunks. The limit per realm would still act to control overpopulation of passives on the server.
According to the wiki the default cap for passive mobs is 10. I don't fully understand how it all works, but it seems that because of all the captive animals on the server there is virtually no chance of passives spawning. I would like to see it raised enough to allow for still rare, but at least possible spawning of passive mobs. If that means a stricter mob limit than the 100 we had before, I'd be ok with that.

The other option is to have chunks spawn animals as if the chunks are being loaded for the first time. I think this method would spawn animal packs in 10% of chunks, but don't quote me on that.

Without animals spawning in previously generated chunks, renewable resources like meat and leather will become scarce. I agree with this suggestion. Good thinking, Jen!

interesting quote from that page:
In multiplayer, if the server.properties file has "view-distance=9" or below, mob spawning is severely reduced (or they de-spawn too quickly), and may result in the player encountering no mobs at all. Set the view distance to 10 or higher to ensure mobs spawn correctly.

Intelli: I'm not arguing, just trying to understand as this is complex for me..
If you don't change the default spawning behavior, how come when you changed the configuration files back to default settings after the recent update, we are now getting so many more hostile mobs?

With new chunks, horses can spawn more commonly.

Additionally, to note, the server has been having some performance issues over the past few days from having too many mobs as it is. Although, I think there might be a ton of Ocelots being spawned - but, more animals at the present time isn't really a good idea.
