(this is a proxy to get on youtube because i am in china)
This guy has been griefing the server for quite a bit. As he said in one of his videos he has plenty of accounts and he uses proxies/vpns to prevent himself from getting ip banned. in most of his videos, his grief is simply taking items out of chests and burning them.
My suggestion-
any chest in a public realm may only be opened by the person who placed the chest.
vote yes if you want this to pass

So... automatically protected chests for everyone, but why now? This guy is not doing anything that anyone could already do. Just playing devils advocate here, you are letting this nobody get under your skin. If everyone automatically had protected chests it would defeat the purpose of working to own a realm. Secondly what would happen if someone buys a realm where people have placed chests or better yet if someones sells a realm back to the server with chests on it?
tl:dr; This suggestion is too vague

Please edit the link and his name out of your post. The last thing we want for him is more attention.
For the suggestion, another con: what if someone wants to share a chest with someone else?

person A places chest Z. person B places chest Y, creating a double chest they can share. (not too sure if that will work)

This person is only looting from chests. He said in one of his videos that chests are his priority because that's where all the stuff is at. The blocks in the realms themselves would still be at risk of grief. Basically all of the people that are being griefed are the people who have just joined the server. these people generally have all there valuables hidden in a chest somewhere underground.
I was thinking about having chest protection for a while, just long enough until he gives up and goes to another server (hopefully)
If someone where to buy the realm with the chest, it wouldn't be a public realm anymore. as i stated, this suggestion is only for public realms

The stuff he finds must have been mostly abandoned or neglected.
I find it hard to believe active people with that much stuff would skip buying a realm.
All I had was cobble, dirt, and iron tools when I was saving to buy my first one.
Why people completely neglect trying to buy a realm is beyond me.

This has been suggested and it failed. It would cause massive problems for any group of new players trying to work together, to name one drawback. The solution to all this griefing trouble is to get yourself a private realm. It really doesn't take that long (a new person can get 10,000 credits in a day if they work at it).

Exactly what I've been thinking - why do so many people not have realms when their wealth implies they should?
