Ok, here's my idea. (Inspired my true events that involve Intelli and a whole lot of bagels.)

If someone reports harassment in game, then a fine would be given. Eg: 1k that's what I had to pay Intelli.
If however they cannot aford this they recieve a temporary ban. For eg: 2 weeks.

AND/OR there could be a system. If someone messages someone 20 times, the person they were messaging will have a private message from the server saying:
Is <player> harassing you?

You would then type /yes or /no. What happens after? That's up to Intelli and his coding skills.

So poll and stuff.

I like the current penalty, they get banned.

This technically means that the rich can get away with being absolute buttwipes. I disapprove of this.
