[REJECTED] Add a 4th place tag prize to the 2013 Lottery

Suggestion: Add a 4th place prize to the 2013 MineRealm Lottery. This prize would include a custom tag that would appear in chat for (1) week.
The winner of the prize would get to choose the tag and color as long as:
(1) It wasn't a tag that already exists (ie. staff, donor).
(2) It didn't contain a naughty word.
(3) Intelli and Rokkr approved it.
