[REJECTED] Allow players to petition for biome modification

Inspired by this thread.
The idea is that players can request that the staff change a specific biome to another biome. In order to qualify for this ability, players must first terraform the area to be similar to the desired biome. For example:
--If you want an ocean to be changed into a grassland, you should first cover at least the surface of the ocean with grass.
--If you want an extreme hills biome turned into a desert, you should first flatten the hills and replace the surface dirt/stone with sand.
--If you want a forest or jungle, plant lots of the appropriate tree types.
After terraforming, a biome change request can be posted on the forum. After posting the coordinates, desired change, and at least one screenshot of how it looks, staff can review the request and decide whether to change the biome. If a particular biome is home to multiple players, stretching from your realm into your neighbors, all residents must consent to the change--altering only a 50x50 area of a biome should not be allowed, as it would create excessively abrupt biome transitions that wouldn't look very nice.
There are a few benefits to being able to change a biome, including effects on mob spawning, being able to artificially introduce new biomes to Minerealm's main 10Kx10K map, adding/removing/changing weather type, and changing the color of grass that grows in the area.

), but this is similar to something proposed by Intelli as an alternative way to approach an extremely non-vanilla suggestion (changing how biomes act with regard to animal spawning). Although the act of changing a biome's identity is not part of the usual Minecraft experience, the biome created by such a modification would behave exactly the same as its natural counterparts.
