This would be pretty cool, but it might take a while to get 3 wither skele heads >_> (voted yes)

I don't see why not. Or at least, I don't see the reasons for why not being better than the reasons for why it should be implemented.

Correct me if I am wrong, but by killing a Wither boss, you will gain a Nether Star, which will enable you to have a beacon. Isn't that good enough?

Not to mention the possibility of being rather well off if you sell said beacon.

Achievements are meant for every player to have an equal chance of obtaining it. Making it so you earn the achievement from killing it, makes it unfair to players who said, don't get the opportunity.

they can get it and kill it Ninjalo but they need to work for it. thats what achives are all about. you work hard and you get an achive.
